LARPD Files Claim Against EBRPD to Resolve Tax-Sharing Agreement

Livermore, CA, 04/01/25 – In 1992, the Livermore Area Recreation and Park District (LARPD) and the East Bay Regional Park District (EBRPD) entered into a tax-sharing agreement. Under this agreement, LARPD shares a portion of its property tax revenue to EBRPD for the acquisition and development of new regional parks, open space, and trails within LARPD’s service area.

The agreement was meant to meet the growing needs of the community for regional parks, recreation, and open space, while maintaining the quality of local parks and services already provided by LARPD.

Since the agreement began, EBRPD has received $110 million in property tax revenue from LARPD’s service area. However, less than 20% of these funds have been used consistently with the agreement, with a large portion spent on projects outside of LARPD’s boundaries.

"The tax revenue from local taxpayers should be invested locally to improve parks and trails for the benefit of the community, rather than being used for broader regional initiatives," said LARPD General Manager Mathew Fuzie.

On Tuesday, April 1st, LARPD filed a claim with EBRPD to address the issue of tax revenue not being used as intended. EBRPD has 45 days to respond to the claim. If the matter remains unresolved after that time, LARPD will explore further steps to ensure the tax revenue is used properly for the benefit of local taxpayers.
